What are these companies thinking regarding security clearance?

You cannot get a security clearance unless you're working for a company or branch of the govt that requires it, but the companies and govt. branches that require it require that you already have one when you apply for the job. How on earth is one supposed to already have the clearance if one is just now applying for the job?
